Verus

Also known as Jobi Verus, Jobivero

The verus is a contribution collected automatically on every transaction in the Jobi Economy to finance public services, common infrastructure and investment in skills. It was introduced by the Act on Jobi Transactions in 2030 in response to the Finnish Tax Base Crisis and has since replaced a large proportion of Finland's earlier income taxes and social-security contributions.

Etymology

The word is a colloquial derivation of the Finnish vero ("tax"). Its official Finnish name is jobivero ("jobi tax"), but the informal form became established in everyday use. The coincidence with the Latin verus ("true") has been cited by proponents and has been the subject of objections from linguists.

History

The separate AI-assisted task networks that appeared from 2028 each charged their own transaction fees to fund matching infrastructure, at rates ranging from under one to over fifteen per cent. At the same time, the Finnish Tax Administration's 2013 position that professional work exchanged in time banks was taxable at market value made participation administratively complicated. During the tax base crisis, policymakers recognized that the network fee could serve as a simpler basis for taxation than case-by-case valuation. The Act on Jobi Transactions replaced the networks' differing fees with a single statutory contribution from 1 October 2030.

Collection

The verus is deducted automatically when a jobi transaction is settled. Unlike earlier payroll-based taxation, its collection does not depend on whether a participant is classified as an employee, contractor, entrepreneur or private individual; the taxable event is the exchange itself. The reform substantially reduced the significance of employment classification in Finnish tax law.

The rate is progressive with respect to a participant's annual jobi earnings, and reduced rates apply to care and educational tasks. The increase reflected the growing share of economic activity carried out through jobi transactions and the corresponding reduction of income taxes and social-security contributions. By 2034 the verus accounted for approximately 38 per cent of general government tax revenue.

  • disability support;
  • AI matching infrastructure;
  • a minimum income guarantee.

The official justification refers to the Lifetime Earnings + Fun objective: a healthy and educated population with functioning infrastructure has both greater lifetime productive capacity and greater opportunity to enjoy it.

Investment in skills

A distinctive feature is the automatic financing of skills development. When AI Work Matching determines that paying a participant 200 jobis to study will generate considerably more than 200 jobis in future value, verus collected on current transactions finances the training. Revenue from present activity thus funds future productive capacity.

Politics

Debate over the level and structure of the verus has largely replaced Finland's earlier debate over income taxation and social-security contributions. Commentators have observed that while the terminology changed, the positions of the main political parties remained broadly the same.
